The Future of Harold Wood: Your Opinion Counts.
The aim of the consultation event is to engage with the local community in order to seek your opinions on the. proposals to redevelop the site for residential purposes.Wherever possible this consultation process will be used to inform and refine the emerging proposals, which will ultimately form the basis of an outline planning application to be submitted to the Council in due course.
This leaflet provides a summary of the development proposals and details how you can get involved.What is being Proposed at Harold Wood?
Since the approval of the application the remaining hospital land has become available for disposal, which has provided the opportunity to create an improved, comprehensively designed scheme, which will include:• 874 new homes, which will include affordable.
• 2ha of public open space with a ‘green link’ running from west to east through the site.
• A new bus link through the site.
• Pedestrian and cycle links through the site.
• No ‘through-link’ for private vehicles,
• Use of renewable energy, targeting a 20% reduction.
Why have the Hospital Trusts Moved?
-The facilities at Harold Wood Hospital have been decommissioned owing to the provision of the new Queen’s District General Hospital within the Oldchurch Park area of Romford.
The healthcare services that were provided on the site included both acute services provided by Barking, Havering and Redbridge NHS Hospitals Trust(BNRT), now re-provided at Queen’s, and primary care services delivered by Havering Primary Care Trust (PCT). The PCT did consider remaining on site, however following revised requirements under the new model for care and a strategic options review, the PCT’S preferred approach was to concentrate healthcare delivery at the St George’s site in Hornchurch.
The services which have left the site, owing to the decommissioning, have been relocated to more adequate facilities, especially in relation to Queen’s Hospital This is not only more cost effective in the long run by minimising the costs of the existing hospital but also provides a higher standard of care for the local community.
Outline Planning Application
Timeline
At this stage Countryside Properties are applying for outline planning permission to establish the key principles of redevelopment, including on the former PCT land. All matters of detail will be reserved for future determination by the Council as part of detailed or reserved matters planning applications (should the outline application be approved).
Following this exhibition we anticipate that the sequence and timing of activity will be broadly as follows:
- Discuss outcome of exhibition and subsequent application scheme with Officers of the Council
- Submit outline planning application
- Further discussions with Officers of the Council
- Consideration of application at Planning Committee
- formal consultation on planning application
- Planning decision.
Frequently Asked Questions
How will the proposed development fit in with the surrounding environment?
We believe that our proposals will compliment the existing environment of the area, which is predominantly residential in character. The scheme will help to improve the visual appearance of the site, which is predominantly occupied by institutional buildings of little architectural quality.
What are the benefits to the community of this scheme?
The proposed development will replace the poor quality buildings currently on site, replacing it with high quality homes including a proportion of ‘affordable homes’.
The development will also provide new areas of public open space and play areas as well as improved transport links with a new bus link, and cycle and pedestrian links.
Will my comments be taken on board?
All comments received from members of the local community will be analysed and taken on board. It is vital for the success of the proposed development at Harold wood that local views and opinions scheme.
Can I see the results of the consultation process?
Yes, the results of the consultation will outline the Statement of Community Consultation, which will be a pubtir document .
Will you continue consulting after submission of planning?
There will be a statutory consultation process, which is run by the Council after the plans have been submitted. We will also continue to talk to interested parties about the proposals where requested.
What Happens Next?
Following the exhibition Countryside Properties will look to take any comments on board where possible, and add them to the proposals. Once we have finished this stage of the process we will submit a planning application which will then be determined by your Councillors.
It is our aim to work with the local communities and interested parties, to ensure that the development offers the best deal for the Havering Borough Area and its residents.
